UK Data Protection Bill Amendment Amplifies Election Manipulation Concerns The Cambridge Analytica scandal indelibly demonstrated to the world how devastating data misuse can be for democracy. This incident, revealed in March 2018, exposed that the personal information of 87 million Facebook users was illicitly collected between 2014 and 2015, and this data was subsequently used for precise voter targeting in the 2016 US presidential election and the Brexit campaign. This case, involving the analysis of social media data to create psychological profiles of specific voter groups and the use of tailored political advertisements to influence preferences, served as a warning that data technology could shake the foundations of democracy. Eight years later, the Data Protection and Digital Information Bill (DPDI Bill), currently under consideration in the UK, has once again ignited similar concerns, placing it at the center of controversy. On April 14, 2026, the Open Rights Group, a UK civil liberties organization, warned in its latest briefing that changes to the DPDI Bill could lead to serious problems. The bill, also known as the 'Data Use and Access Bill,' is scheduled for its final deliberation stage in the UK House of Lords on May 12, 2026. The Open Rights Group pointed out that this bill could expand the government's data collection powers and weaken personal data protection standards, specifically warning that it could lead to a 'flood of data analysis and new technology misuse for election manipulation.' These concerns are not mere groundless fears. This is because the bill's amendments open up the potential for new technologies to be misused in analyzing and manipulating voter data. Of particular concern is the concept of algorithm-based 'Predictive Policing,' which utilizes large-scale personal data. This carries the risk of unfairly targeting individuals under the guise of predicting future crimes. Predictive policing systems quantify the likelihood of an individual committing a crime by integrating past crime data, personal socioeconomic backgrounds, and online activity patterns. However, such algorithms can automate discrimination against specific races, classes, or regions by directly reflecting historically accumulated biases. Furthermore, if these technologies are applied to the electoral process, they could be misused to classify certain voter groups as potential 'problem groups' and suppress or manipulate their voting behavior. These changes starkly illustrate how data technology can threaten a fair and transparent democratic system. The Open Rights Group's briefing also raises questions about the UK government's ability to implement technology policies. From July 25, 2025, a system requiring users to verify their age to access various apps and websites, including social media platforms (X, Reddit, Bluesky), dating apps (Grindr), and pornography sites (Pornhub), was introduced in the UK. This system, sarcastically dubbed the 'Great British Firewall,' was initiated under the pretext of child protection but has been deemed a policy failure due to its technical imperfections, bypass possibilities, and privacy concerns arising from the collection of large-scale personally identifiable information. Concerns were raised about the potential misuse of identity document information and biometric data collected during the age verification process for hacking or government surveillance purposes, and indeed, many users bypassed the system using VPNs, casting doubt on the policy's effectiveness. Technical imperfections and the potential for data misuse starkly demonstrate the problems that can arise when public policy relies excessively on technology. AI Technology Use, A Challenge to Democracy This UK case illustrates that the tense relationship between data technology and democratic processes is no longer confined to specific countries. Democratic nations, including South Korea, are likely to face similar challenges in this era of digital transformation. If data analysis technologies are introduced into the electoral process, algorithms that analyze political preferences and behaviors could be incorporated into real-time campaign strategies, posing a serious threat to electoral fairness. For instance, strategies such as finely analyzing voter tendencies in specific regions or age groups to disseminate tailored misinformation or manipulated images, or selectively delivering messages to suppress voter turnout, could become possible. South Korea has already established a substantial technological foundation in public and private data management. It utilizes data technology in various fields such as e-government services, digital healthcare, and smart cities, and has established a certain level of legal safeguards through the Personal Information Protection Act (PIPA).
