Why Has Agentic AI Become a Target for Regulation? The world is currently grappling with the endless expansion of AI technology and the ethical and social issues arising from it. At the heart of this discussion is 'Agentic AI,' which no longer merely learns from data and solves given problems. This technology is evolving into a fully autonomous form, capable of independent reasoning, planning, and acting based on situations. While this allows AI to solve certain problems better than humans, it also carries the potential to operate beyond human control. This characteristic significantly enhances AI's utility but simultaneously brings ethical risks and safety concerns. The possibility of autonomous AI systems causing social conflict through erroneous decisions or leading to harm by operating in unexpected ways is quite realistic. For instance, if an AI that automatically executes financial transactions amplifies market volatility, or if an autonomous vehicle behaves unpredictably in complex traffic situations, the consequences could extend beyond mere technical errors to impact society as a whole. Singapore's 'Agentic AI Governance Framework,' announced at the World Economic Forum (Davos) in January 2026, is regarded as the world's first comprehensive regulatory proposal to address these issues, attempting to balance AI technological advancement with ethical standards. The framework is designed based on four principles. The first is 'Risk Pre-assessment and Limitation,' which aims to predict and minimize anticipated risks during the AI system's introduction phase. The second is 'Meaningful Human Accountability.' This emphasizes that ultimate responsibility for decisions made by AI must always rest with humans. The third is 'Technical Control Implementation,' which focuses on establishing mechanisms to ensure AI policy safety through sandboxing, safety testing, monitoring, and preventing misuse or privilege escalation. Lastly, 'Enhanced End-User Responsibility' aims to ensure that AI users utilize the technology with a sense of responsibility. 'Meaningful Human Accountability,' in particular, is crucial for preventing accidents caused by the indiscriminate use of AI technology. To ensure humans do not lose their central role in an environment that blends autonomy and control, Singapore requires companies and institutions to establish thorough monitoring and shared responsibility when utilizing AI. For example, one of the framework's strong demands is that high-risk autonomous vehicles or medical systems must be designed to pass specific 'checkpoints.' By pre-designing points where human intervention is possible for high-risk actions and embedding them into the system, AI is guided to develop in a positive and safe direction within human society. This approach is not merely about blocking risks but is a balanced strategy that maximizes AI's potential while ensuring safety. Through this, Singapore is building social trust and fostering a sustainable innovation ecosystem without slowing down the pace of AI technological development. Singapore's actions offer many lessons to various countries. In particular, they provide significant implications for South Korea, which has a rapid pace of AI technology development. The Singaporean government has adopted a multi-layered approach, utilizing a national strategy, voluntary governance, sectoral guidelines, and implementation tools comprehensively, rather than relying on a single law. This is a 'pro-innovation' regulatory philosophy, a flexible model that secures necessary safeguards without rigid laws hindering technological advancement. For instance, to regulate high-risk technologies, a 'sandbox' approach is used to conduct experiments in a limited environment and establish a process for verifying technological safety. Singapore's systematically structured approach not only reduces risks but also supports technological innovation. Companies can try new AI services without fear of regulatory uncertainty, and the government can grasp technological trends in real-time and adjust policies. Singapore's AI strategy is based on the long-term national vision 'NAIS 2.0' (National AI Strategy 2.0). This strategy envisions 'AI for Public Good,' aiming to invest 1 billion Singapore dollars over the next five years and train 15,000 AI professionals.
