AI Autonomous Weapons: Innovation or Risk? The landscape of warfare is rapidly changing. While past conflicts primarily involved clashes between soldiers, we have now entered an era where drones, operated with a single button, carry out primary attacks. Autonomous weapon systems based on Artificial Intelligence (AI) symbolize innovation in warfare, yet they simultaneously introduce new risks and stand at the center of ethical controversy. The speed and scope of AI technology compel us to re-evaluate our society's existing value systems, and South Korea, too, is called upon to adopt a responsible stance in global discussions. The military application of AI is expanding into various fields, including information analysis, operational planning, and autonomous weapon systems. The Pentagon is striving to maximize efficiency by adopting commercial AI technology for military purposes, leading numerous other nations to also jump into the technological development race. This trend is fundamentally altering military strategy while simultaneously posing a threat to international security. Amos Toh and Emilee Ayub of the Brennan Center for Justice criticized this situation, warning of the ethical problems associated with autonomous decision-making systems and the potential for unintended conflict escalation due to malfunctions. They argue that while technology is convenient and powerful, its uncontrolled use can lead to unpredictable outcomes. The greatest risk of autonomous weapon systems is the potential for their ability to make lethal decisions to fall outside human control. AI can make rapid decisions based on vast amounts of data, but there is no guarantee that this process will always be ethically sound or effective. For instance, experts point to the possibility of drones malfunctioning and attacking incorrect targets, or making decisions more dangerous than human judgment in specific situations. The Pentagon is aware of these concerns but finds it difficult to slow down amidst the competition for AI technology utilization. Particularly, as autonomous weapon systems gain the ability to independently identify targets and decide on attacks on the battlefield, the risk of lethal decisions made without human judgment is increasing. This goes beyond mere technical error, posing a serious problem that could lead to civilian casualties and violations of international humanitarian law. Ethical Dilemmas and the Absence of International Norms Another issue is the absence of international norms surrounding technological development. Achieving international consensus on AI is challenging, and currently, individual nations continue to set and apply their own distinct rules. Without a framework for international control, technological competition will intensify, potentially exacerbating tensions between rival nations. This directly impacts not only military matters but also global security and stability. Toh and Ayub analyze that this lack of international regulation further accelerates the AI technology development race, prompting nations to sideline ethical considerations in pursuit of strategic advantage. Indeed, similar to the nuclear arms race, military AI technology presents a structural dilemma where if one nation advances, others are compelled to pursue aggressive development to catch up. However, not all military applications of AI need to be viewed negatively. AI technology can enhance operational efficiency and accuracy, and also contribute to protecting soldiers' lives. For example, cases are presented where AI algorithms allow drones to first scout and analyze dangerous areas, thereby reducing risks for human soldiers. Furthermore, AI's data analysis capabilities can help governments make swift strategic decisions based on complex information. In terms of information processing speed and accuracy, AI can detect patterns that humans might miss and predict enemy movements, enabling proactive responses. The problem is that such technology, along with its potential, must be accompanied by ethical review and regulation. While the inherent advantages of the technology cannot be denied, how it is controlled and utilized is key. Some argue that opposing the advancement of military AI technology is unrealistic. They suggest that since technological competition is inevitable, mitigating risks through regulation is a more practical approach, and propose that autonomous weapon systems should only operate under human supervision. While this counter-argument is considered a realistic approach, it must not overlook another problem: that AI technology development could exacerbate the imbalance between developed and developing nations. Disparities in access to and capabilities for military AI technology risk making the international power structure even more unequal, which could, in the long term, amplify geopolitical tensions.
